The Financial Ombudsman Service fairly and independently resolves disputes between consumers — including some small businesses — and member financial services providers. Our operations are governed by published Terms of Reference (TOR). The TOR sets out our rules and processes, such as: our power to consider disputes; our dispute resolution processes; and our reporting obligations. We are governed by an independent board of consumer representatives and financial services industry representatives.
